THE POSITION OF AZERBAIJAN NATIONAL FRONT (AZNF) PROPOSED

Our native land Azerbaijan is one of the rich and ancient countries of peace and therefore from the ancient times this bright center of culture it became known. Despite the fact that North Azerbaijan as the independent country in all spheres it is developed, but southern Azerbaijanians, who compose the majority of Azerbaijan people are today located on the political map of Iran and earth of Azerbaijan people in this country, where is obtained gold although from after historical, cultural specific character, although from after   lingual specific character on this last century they were cast under the feet at strangers.
For the stopping of calamities, Azerbaijan national Front was created on the way of the realization of the national demands of our citizens above the joint ideas in the subordinate questions, which consist of the different public, political persons and the groups.

The 1th article: conclusion, the idea and the program of Azerbaijan National Front, which is of 12 article is indicated below as it is noted in the rotation, extended on March 21,2003.:

1) relying on international criteria, the protection of the national rights of each person, who lives on our historical earth, acknowledgement the option of each citizen, the creation of national structures (parliament, executive power and law courts).
2) the restoration of the rights of the human.
3) retention by Azerbaijan people as the independent nation of its language, literature, history and culture, the expansion of economic, public and political spheres on the way of the freedom 

The 2th article:  the members of Azerbaijan National Front must act in the national organs and the parties on the basis of the indicated below conditions:
1) in order in the policy to conquer confidence, it is necessary to rest on the national values and to restrain from the connection with the strangers
2) being based to the democratic principles of respecting ideas, thought, proposal and policy of others
3) for achievement purpose Azerbaijan National Front must believe to national motion as the most important question

The 3th article: Organs of the Azerbaijan national Front:

1) the congress
2) the council of the Azerbaijan national Front 
3) the executive composition
4) the central and organizational organs
5) the treasurer
6) formation (study) and the program
7) propaganda and the agitation
8) test and the study
9) if necessary increase the number of organs

The 4th article:  Congress 

- Those selected from the political organs and the parties consist of representatives. Congress must it is carried out once a three years:

First note:-political parties, class groups and other public organizations, which organizationally act in South Azerbaijan, abroad, generally in many geographical regions must send their representatives to the congress.

Second note: - the participation of terms at the congress depends on the principles of selection and in this region by council must be prepared the specific ceremony.

Third note: - Before the organization of the first congress founder composition must conduct the responsibilities of council and executive composition both in the necessary time and in the necessary place relying on the healthy force of national front finally by the resolution of democratic congress will transfer its responsibilities on other citizens.

the 5th article: - The council   National Front:

- Generally the council of front consists of 9 principal terms, 5 replacing members and 3 inspectors, who must be selected by congress on the basis of secret conclusion, and fulfill responsibilities before the current congress.

Note – for the substitutions, which were remained after 9 principal terms of approximately 5 people will be selected on the additional conclusion. Conclusions anew will be otherwise obtained for those replacing.  

- The responsibilities of the national council
1) to control strategy, which selected the congress
2) to make decisions on the basis of the proposals executive council
3) to make decisions in connection with membership of the class and political societies and parties
4) to make decisions by conclusions and proposals of the council and other organs
5) to create the test and research commissions
6) usual council session must is conducted one time per month and the participation of executive composition at these sessions is important. 

the 6th article: Executive composition

- Present organ is selected congress and its activity before the current congress continues

- executive composition is the direct lawful representative of Azerbaijan national front and his responsibility they are indicated below:

1) being based to the resolutions of congress to select the way of fight, strategy and tactics
2) conducting of distributing the posts among the active organs and the organizations
3) conducting according to the budget of financial expenditures and idea to the council of the first budgetary program
4) realizing of executive principles of executive composition and its organizational organs
5) after the resolution of national council in the acting platform to collaborate with individual faces, political groups, and also public organizations and organs.
6) the preparation of the protocol of all negotiations, solutions and expenditures
7) the idea of annual report to council as most important question is the bearing of responsibility before the congress
8) control over the orders, which will be completed afterward sending into the organization and the organs
9) official organs must it is under the control of the executive composition
A) the organization
- to accept terms, after the organization of organs the creation of contacts and interests between these organs
B) the instruction
Responsibility of this organ to give information connected with the political and public sphere of front, at the same time with daily questions and fight of front. 
P) connection and the publishing house:
Responsibility of this organ to create contacts with the Azerbaijanians both inside the front and beyond its limit, and also with the Azerbaijanians of the peace
- Declarations, newspapers and other publications must be prepared and disseminated by executive composition, interview, the preparation for conferences and by the different methods to extend political thoughts and programs of the front
T) the finances:
- The responsibility of this organ to prepare budget and to obtain financial aid from those determined   the sources
S) the center

To create contact between ones and to report to other organs of solution and discretion of executive composition and to store documents.

the 7-th article: Study

-The responsible person of present organ is elected by national council, and his responsibilities consist of that be followinging:

1) the organization of executive programs and idea into the council of its capable reports
2) after the delivery of authorities to candidates into the organs to present reports into the executive composition
3) to prepare the authorities of the persons in the specific stage
4) to present by critical reports about the affairs of the persons, about the results   criticism and complaint.
5) after preparing [printsipnuyu] program, connected with a study of all posts and authorities, to present to council for decision making
6) to know the source of useful documents, to gather and to use the documents, which relate to the internal and foreign groups (press, publishing house)

the 8th article: Membership, its condition and the right

1) official members – these are members from the organizational organ       national front, terms must observe the following conditions:

A) Azerbaijaniani nationality and older than 18 years
B) Accept the position of the national front
R) No member of the outside organizations and parties
T) To restrain from the criminal matters and to observe the principles of the front
S) During to introduce membership payments. After adoption into membership on behalf of organization to present to this face the membership card
C) If term will not observe the requirements of position, then it will be punished in the following order.

To discharge from the post, to remove from membership in the course of one year and to deprive from the rights membership - to annul membership
2) the groups:
Groups, appearing three forms, consist of official members, connected and trustees.   
3) the official terms: in the preparation of political, public and economic programs they can express their thoughts and proposals and make decisions by the proposals of other terms
4) connected
If in public, political and other debatable questions differences arise, then it must be advanced forward general strategy of front.
5) the trustees
Without the advancement of their thoughts they [popechitelstvuyut] to the programs of national front. These groups do not have the right to participate at the sessions, carried out by front and the solutions accepted.

the 9th article: At the different places of peace the organization of the representations of national front (executive composition, urban committee, council)

2) the councils
- Temporary executive composition consists of the meeting of the plenipotentiary persons with the wide scientific thoughts. Authorities and discipline of council it must be declared from the center of front.

3) the conditions of membership
- membership relates to the authorities of executive composition or committee in the region and must rest to the following conditions

B) the assertion of two official members is necessary for the volunteers
P) organizational organ, taking into account the 8th article it must make a decision it will after gather information about the new term. In the necessary cases, after listening the opinions of other terms, it can express opinions about the authorities of present terms.
T) after the specific stage of statement leave for the central council by new organizational organ and membership maps after represent to these persons, by them are presented authorities in the participation in the sessions.

4) the finances

- after all financial questions will be realized above the position of central organ, documents must be sent for the central council.  All profitable sources (concerts, exhibitions and other) it is achieved by an agreement of central council. 

5) connection and the publishing house
- for the scope of the interests of national front contacts – connection, publishing house, radio and other organs must act in the regions in the composition of the executive composition within the framework of strategy of national front.  Conducting by interview, transfers to the language of the local population can be realized only after the solution of executive composition.

Local conferences
The local conferences of national front are organized one time per year.

6) the selections
If the number of local terms will be less than 50 it can completely participate. If their number exceeds 50, then every 10 people can select one among himself   and to send as its representative.

7) the responsibilities of the local conference
To listen the report of council and executive composition, for the realization of the purposes of national front,   after expressing the sensible thought   the election of new executive composition or council.

8) the extraordinary conference
If local executive composition does not carry out its responsibilities or will go to the resignation, and also correctly will not be directed strategy of national front, then in this case local council must warn the center of national front and within the framework principles it must select new executive composition. To the election of new executive composition by several authorized to the persons from the side of center reveals temporary right for continuing the activity of local executive composition.

the 10th article: to avoid from the responsibility
- Each of the authorized canoes loses their authority on the indicated below question

2)if responsible term with the return to the resignation not   it will inform in the month forward
3)if three times will not in a row participate at the sessions

Order of Azerbaijan national Front (AZNF)

A) the introduction

The purpose of the activity of Azerbaijan National Front (AZNF) appears the protection of southern Azerbaijanians, and also Azerbaijanians   living in other regions of Iran from assimilation state.  For this chief problem is the protection of the national rights of citizens and acknowledgement the option of each of them. National structures, and also parliament, executive power and law courts must be restored!!

B) the political program
Bright history and previous practice of Azerbaijan people composes the basis of our program, also, from these best qualities – from the patriotism, freedoms, progress and validity created their political thought. 

Patriotism: this it indicates to love Azerbaijan and its people.  We be proud of our nationality and protect it. 

Freedom: In all spheres it helps the development of man and therefore for the protection of the rights of each person it must be at the head of political thinking.

Progress: for the comprehensive economic, political and cultural development it is considered as the national obligation and it will save nation from the backwardness and is important   for the discovery in the future of the doors of development and in the improvement of the country and in the achievement of knowledge by citizens.

Validity: will have develop the people talent. It plays large role in the guarantee of a future of people, in the discovery for them of the doors of the development  

On the basis of that point out aboveed, the indicated below principles declare by our political program:
1) to protect the territorial integrity of South Azerbaijan, national state structure and national value.
2) on the basis of the laws of the united nations southern Azerbaijanians are free in the selection of their fate on the free elections

3) southern Azerbaijanians must select their fate only   of their own free will. Others do not have the right to regulate them.  This indicates that the fact that in the laws about the human rights of the united nations and in the political- lawful, economic, public and cultural agreements this it is indicated and relates so that the protection of people and goods within the framework of the law   it is the responsibility of state.

4) all citizens   before the law they possess identical rights and no one can have religious, sexual or other superiority.

5) the political parties and working, class unions with any persuasion are free. Law is judge in the protection of their rights. Entire press, radio and television it must be free and for them they must be established the specific laws.

6) the azerbaijanian language will be national and official language and in spite of the small number of ethnic groups of those living in the territory of Azerbaijan they create possibility for the development of its native language, history and culture.

7) in judicial personnel independently of the persuasion and political organization must freely think.

8) to give guarantee for the developments production in the agriculture (agriculture)

9) in the political, the public and in other spheres without the sexual difference (girl, boy) all must possess identical rights. Equality of rights in the family of man and woman they play large role in the correct training of children. But also state after creating great possibilities in content and training of children it will play large role in the dynamism of women in the society.

10) already many years as to Azerbaijan are brought the large impacts in the regions of cinema, theater and so forth and therefore will be important the activity of specialists in this region.

11) already superiority it must be returned to the development of native language.

12) the economy, trade and skill … …. It must be to be developed together with the protection of the cleanliness of environment.  It is necessary to store water, earth, forests and atmosphere of city in the cleanliness.

13) the valid distribution of the national incomes and services between the cities and the villages, the trusteeship of unemployed, invalids, pensioners, patients, lonely and generally raising the standard of living is necessary within the framework of national measures. 

14) the contemporary improvement of cities and villages and building of dwelling for the paupers it must be included in the program of improvement.

15) to the Azerbaijanians, who caused loss in Iranian- Iraqi war, must   to be from the specific sources for an improvement in the life.
